Food safety in New Zealand is underpinned by a sound regulatory regime aimed at protecting and promoting public health and safety, assuring our trading partners that the food we produce meets the requirements of importing countries.





The Ministry for Primary Industries (MPI) works with organic certifiers in ensuring that exported organic products meet international standards under the MPI Official Organic Assurance Programme, which provides a path to the US, EU, UK, Switzerland, Taiwan, Norway, Lichtenstein, Iceland and Japan markets.

New Zealand passed the Organic Products and Production Act on 30th March 2023.  We now have one of the best organic regulatory regimes in the world.

The Organic Exporters Association has been a champion for organic regulation in New Zealand since 2012.  New Zealand's organic regulations have established a foundation for increased investment in organic food production in New Zealand, and enables greater trade of organic products with our export partners. New Zealand has organic trade arrangements with 37 countries and our focus is to assist, where we can, the MPI Trade Access team to improve and expand the number of organic agreements.

    • 2020 February - Agriculture and Food Safety Minister Damien O'Connor introduced the Organics Product Bill to Parliament.
    • 2020 March -First Reading

    • 2021 March  - Select Committee
    • 2022 October – Second Reading.
    • 2023 March - Committee of Whole House.
    • 2023 March - Third Reading.
    • 2023 March - Royal Accent.

Exporting organic products to China can be a little confusing at present. 


Products that carry the 18-digit code are able to access the NZ mutual recognition arrangements.


Bulk products for now appear better off utilising legacy market access routes.

"MPI is working with the relevant Chinese government authority to clarify the implementation requirements for the organics NZ-China Mutual Recognition Agreement (MRA) on Organic Certification, including the specific documents and processes required to export to China under the MRA. At this time, MPI recommends that NZ organic operators continue to work with Chinese organic certification bodies to enable their products to enter the China market. MPI also continues to work with NZ certification bodies (AsureQuality and Biogro) on the progressive implementation of the MRA.”

New Zealand has become the first country to implement a Mutual Recognition Arrangement (MRA) for organic product certification with China in February 2022. “The arrangement will support the growth of the New Zealand organics sector by providing increased export and import opportunities,” says Marion Castle, Manager Plant, Wine and Organic Assurance at the Ministry for Primary Industries (MPI).

MPI Published the latest China Overseas Market Access Requirements on the 19th of September 2022.
